Auto Care Association State Government Affairs Update: Aug. 2, 2024

What's Moving?

Bills on Electronic and Appliance Product Repairs; Regulations:

  • California S.B.1313 had a second reading in the Senate on July 9, 2024. This bill aims to prohibit vehicles from being equipped with devices interfering with driver monitoring systems.
  • Ohio SB 306 was introduced in the Senate on July 23, 2024. The bill revises the Motor Vehicle Sales Law to address recreational vehicles, introducing new definitions, licensing requirements, and specific regulations, while excluding RV franchises from certain existing provisions and establishing detailed procedures for franchise termination and dispute resolution.
  • Michigan HB 1502 became public law on July 30, 2024. The legislation requires an annual report on the effectiveness of R&D tax credits, detailing claims and collaborations, and allows delegation of related actions to authorized personnel.

     

    Bills on Workforce:

  • California A.B.2011 became public law on July 18, 2024. This bill expands California's small employer family leave mediation pilot program to include reproductive loss leave and extends the operation of the program indefinitely.
  • California AB 1870 became public law on July 15, 2024. The bill requires employers to inform employees about their right to consult a licensed attorney regarding workers' compensation claims and makes technical updates to the existing notice requirements.

    Bills on Right to Repair and Equipment:

  • Pennsylvania SB 656 became pubic law on July 17, 2024. The  bill amends Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to introduce a new EV road user charge and make several related changes.

     

    Bills on PFAS and Chemicals:

  • New York S.9877 was referred to Senate committee on July 19, 2024. The legislation requires New York State's regulations on hydrofluorocarbon substances to conform with federal EPA standards and takes effect immediately.

     

    Bills on Catalytic Converters


  • Illinois HB4589 became public law on July 19, 2024. It amends several Illinois laws related to vehicle theft and catalytic converter transactions, specifying documentation requirements and prohibiting certain sales unless conditions are met.

     

    State News This Week

    Five state legislatures are in regular session. Nebraska is in special session.

    • Washington state launched a new instant rebate program for electric vehicles, offering up to $9,000 in rebates on EV purchases or leases, applied directly at participating dealerships. In a statement, Gov. Jay Inslee (D) said the program will make EVs more accessible to Washingtonians and encourage a shift to sustainable transportation.
    • As of August 1, Minnesota scrap metal dealers now face new regulations to combat vehicle and catalytic converter thefts, requiring daily transaction reporting and proof of ownership for purchases.
    • Michigan is investing $30 million in its 2025 budget to expand EV charging infrastructure, aiming to support the growing number of EVs on the road. State officials and drivers express optimism about the progress, though concerns about the current availability of charging stations remain.
