Bills on Electronic and Appliance Product Repairs; Regulations:

  • Vermont H.81 had an amendment proposed on June 17, 2024. The bill mandates fair repair practices for agricultural equipment, ensuring that manufacturers provide necessary documentation and parts for repairs.
  • California S.B.1158 was referred to Assembly committee on June 18, 2024. It proposes amendments to the Carl Moyer Memorial Air Quality Standards Attainment Program, adjusting fund liquidation deadlines and indirect cost limits for local air districts.
  • California S.B.1313 was referred to Assembly committee on June 18, 2024. This bill aims to prohibit vehicles from being equipped with devices interfering with driver monitoring systems.
  • California A.B.3139 was referred to Senate committee on June 19, 2024. This bill mandates that vehicle manufacturers enable manual disabling of remote vehicle technology and establishes a secure process for survivors of abuse to protect their privacy.

     

  • Bills on Workforce:

  • California A.B.1870 was passed on June 20, 2024. The bill mandates updates to workers' compensation notices to include information on consulting a licensed attorney about workers' compensation rights.
  • California A.B.2288 was referred to committee on June 19, 2024. The bill enhances the Labor Code Private Attorneys General Act of 2004, allowing aggrieved employees to seek injunctive or declaratory relief for labor violations.

  • Bills on Right to Repair and Equipment:

  • Rhode Island S.B.2440 was sent to the governor on June 20, 2024. It prohibits insurance companies from refusing to use aftermarket parts that are between 48 and 72 months old, given that the repairer has written consent from the vehicle owner.
  • California AB 3138 was referred to Senate committee on June 5, 2024. The bill proposes amendments to allow the California DMV to issue alternative devices to traditional vehicle registration elements, emphasizing privacy and user consent.
  • California S.B.1384 was referred to Assembly committee on June 19, 2024. It obligates manufacturers to provide necessary tools and information for the repair of powered wheelchairs.

  • Bills on PFAS and Chemicals
  • Massachusetts H.2383 had its third reading on June 20, 2024. The bill proposes limitations on the use of refrigerants and the phasedown of hydrofluorocarbons.
  • Bills on Catalytic Converters
  • Arizona S.B.1185 was sent to the governor on June 15, 2024. The legislation classifies unlawful use of catalytic converters

  • State News This Week

    Eight state legislatures are in regular session. South Carolina and Virginia are in special session.

    • In Missouri, Secretary of State Jay Ashcroft (R) leads Lt. Gov. Mike Kehoe (R) 23%-20% in the Republican primary contest, according to a new Emerson College poll. State Sen. Bill Eigel (R) comes in third, with 6%, while 46% of voters say they are undecided.
    • A citizen-led proposal that would have increased the criteria for passing local taxes and required voters to approve any new statewide taxes was withdrawn from the November ballot by the California Supreme Court. Governor Gavin Newsom (D) and other elected Democrats contended that a proposed constitutional amendment may only be presented to voters by the legislature.
    • Former U.S. Sen. Kelly Ayotte (R) reported raising $4.2 million since she joined the New Hampshire governor’s race, the most raised by any gubernatorial candidate in state history, according to the campaign.
    On Monday, New Jersey Attorney General Matt Platkin (D) charged veteran state power broker George Norcross III in a 13-count indictment alleging racketeering, conspiracy and official misconduct. It’s the first time Norcross has faced criminal charges.
